ACTION PLAN
1. Industrialization
China to upgrade its industrial parks in Africa and set up regional vocational education centers. It will train 200,000 technical personnel in Africa and offer 40,000 other training opportunities in China.
2. Agriculture modernization
Chinese enterprises to engage in large-scale farming and animal husbandry as well as grain processing and storage in Africa to create jobs. China will transfer agricultural technology to Africa.
3. Infrastructure
China will continue to plan, design, build, operate and maintain infrastructure in railways, roads, regional aviation, ports, electricity and telecommunications. It will also set up five transportation universities in Africa.
4. Financial services
Expand renminbi settlement and currency swap arrangements in Africa. Chinese banks and other financial institutions to set up more branches.
5. Green development
China will support Africa's aim for a green and sustainable future with 100 projects to develop clean energy, protect wildlife and build smart cities.
6. Trade and investment
China will negotiate free trade agreements with countries and regional bodies and also increase its imports of African products.
7. Poverty reduction
China will cancel outstanding debt that is set to mature at the end of 2015 for some of the poorest African countries in the form of zero-interest loans.
8. Public health
China will help build an African center for disease control and back cooperation between 20 Chinese and African hospitals.
9. Cultural exchanges
China will build five cultural centers in Africa and provide satellite reception to 10,000 African villages. It will sponsor 2,000 educational opportunities at degree and diploma level and offer 30,000 government scholarships.
10. Peace and security
China will provide $60 million for the building and operation of the African Standby Force.
