The past year 2015 is marked by horrible terrorist acts perpetrated by IS such as the crash of the Russian airline, the Paris attack and the shooting in California. In the face of the complicated global and regional situation, the UN Security Council unanimously approved 'all necessary measures' against terrorism in November, providing legal basis for anti-terror actions.

China has also urged the Shanghai Cooperation Organization (SCO), in pursuit of the Security Concept for Asia, to take as priority maintaining stability and eradicating potential security threats in the region.

At the Ufa summit of the bloc in July, President Xi Jinping and his Russian counterpart Vladimir Putin, together with leaders of other member states, agreed to jointly respond to conventional and non-conventional challenges and threats, and pledged to intensify fight against the "three evil forces" of terrorism, separatism and extremism.

As terrorist groups use the Internet to release videos, disseminate extremism and recruit fighters, SCO member states held their first anti-online terror drill in China in mid October.

In a related note, China's top legislature adopted the country's first counter-terrorism law on December 27 in the latest attempt to address terrorism at home and help maintain world security.
