The 40-year-old fugitive, surnamed Xue, a native of the Inner Mongolia autonomous region, was arrested in Heilongjiang province on July 17 and escorted to Beijing on Wednesday, according to the Beijing Public Security Bureau.

Xue and another man surnamed Liu allegedly robbed and killed the female owner of an inn surnamed Zeng in Beijing's Huairou district in March 2000.
