BUENOS AIRES - Interim Paraguayan President Federico Franco swore in his new cabinet Monday at an official ceremony in the capital Asuncion as questions about the legitimacy of his presidency continue to dog his administration, local media reported.

Nine new ministers were sworn in, most from the Liberal Party, including Minister of Foreign Relations Jose Felix Fernandez, Interior Minister Carmelo Caballero, Defense Secretary Maria Liz Arnold and Minister of Public Works Salyn Buzarquis.

Horacio Galeano heads the Education Ministry, while Dr. Antonio Arbo heads the Health Ministry, and former Mayor of Asuncion Martin Burt was named General Secretary of the Presidency.

Enzo Cardozo leads the Agriculture Ministry and Francisco Rivas takes the helm at the Ministry of Industry and Trade.

Franco has yet to name a Finance Minister.

Former Vice President Franco was sworn in as the new president Friday following ex-President Fernando Lugo's summary impeachment by the opposition-controlled Congress for "poorly discharging his duties" after a deadly land dispute left 17 people dead.

Franco is to complete the presidential term, which began in 2008 and ends August 2013.
