New Dalian government announces future goals and targets

Li Wancai, mayor of Dalian, reported the social and economic development goals for the new government on Jan 5, reported Dalian Evening News.

According to the report, annual GDP should sustain double-digit growth; the comprehensive energy consumption per 10,000 yuan of GDP should decrease by 3.77 percent annually; the gross emission volume of major pollutants should drop by 2 percent on average; and public fiscal revenue and residents' disposable incomes should double.

To realize the goals, the new government will make efforts in pushing forward regional urbanization, developing green and low-carbon industries, motivating innovation-driven industries, deepening reform and opening-up, and improving people's livelihood.

In the coming five years, Dalian will coordinate urban and rural development in addition to regional, continental and marine development. It will optimize its industrial and functional layout; enhance the construction level of new urban areas; strengthen the industrial and urban base of the Bohai Sea and Yellow Sea; and form a well-organized space with urban groups, central cities and towns, and small towns. The city also needs to promote integration of urban and rural planning, infrastructure construction and public service.

Driven by the mission to speed up the transformation of economic development models and boost domestic demand, the city should cultivate emerging industries and enhance new energy, new material, marine economy, urban modern agriculture and tourism industries.

Dalian will make science and technology innovation a central tenet of development and accelerate efforts to build an innovation-oriented city. It should encourage enterprises to gather technological and innovative resources and propel creative projects. In addition, the city will make efforts to create an innovative environment and attract talented people.

The city of Dalian will continue to carry out system transformation and improve mechanisms conducive to regional development.

By strengthening the State-owned economy, supporting the private economy and deepening reform of investment and financing systems, the city strives to develop into a national fnancial reform and innovation pilot zone and a comprehensive experimental zone for international shipping.

The city also needs to make every endeavor to improve the income of urban and rural residents and realize the goal of doubling per capita income.

We should further enhance systems for employment promotion, social security, social relief and aid, social welfare and housing security. We should develop the senior service business and industry, perfect the construction of networks for public service and social management in urban and rural areas, and promote equal access to basic public service. We should also keep our ears to the ground and pay close attention to the public's concerns in order to improve important projects related to people's livelihood so that achievements from reform policy can benefit our citizens.
