BEIJING - Only by being fearless of risks, undisturbed by external noise and unconfused by gossip and rumors can China solidly "seek progress while ensuring stability," according to a commentary carried by the Saturday edition of the People's Daily.

A clear head and a firm stand are needed to focus on the set tasks without being distracted by twisted ideological trends stemming from the capricious global and domestic conditions, according to the piece in the daily, the flagship newspaper of the Communist Party of China (CPC).

The overall guiding policy--to seek progress while ensuring stability-- was reached by consensus at the recently concluded "two sessions" among more than 5,000 lawmakers and political advisors, according to the piece.

"Adhering to the overall tone of seeking progress while ensuring stability and the outlook of a scientific development, China is certain to realize longer lasting development," the article was quoted as saying.

Historically, "stability" can produce a scientific and enduring progress, said the commentary, noting the country's "splendid achievements" in the past "steady" 33 years.
