Talent flow is normal, spokesman says

The so-called exodus of civil servants only reflects the normal flow of talent, and cannot be seen as a trend, Wang Guoqing, spokesman for the fourth session of the 12th Chinese People's Political Consultative Conference (CPPCC) National Committee, said on Wednesday.

Wang told a press conference that as a major global power, China should keep encouraging the free flow of talent, as well as entrepreneurship and creative innovation, which are conducive to optimal human resource allocation and social development in the longer term. 

That requires all employers to value and recognize the importance of talent, which is limited and in high demand.

In other words, the reform on talent recruitment should both encourage the free movement of personnel and create favorable environment to make the best use of talent, Wang said.
