More than 10 urban management officers, or chengguan, stand by and watch fish stands that occupy a street in Nanjing, Jiangsu province on Jan 29. The vendors, who could not stand the watching, pick up their goods to leave. China's urban management squads have made a bad name for themselves in recent years, with news reports exposing their abuse of unlicensed vendors.
