Is free healthcare a luxury in China?

Free medical services are always a luxury. We don't have that in the West either. There are periodic and sporadic exercises such as inoculations that a government can orchestrate for free in order to stave off contagious diseases, but to provide free medical care to all and sundry is to extend a temptation to live off society. Just think of the smokers. Should they benefit from free lung cancer chemotherapy? Should traffic accident victims be picked up by ambulances free of charge and their lives saved too without anyone paying?
