Rules on demotion of officials must have teeth in their implementation

The Communist Party of China has officially issued a regulation on the promotion and demotion of officials, according to the General Office of the CPC Central Committee on Tuesday. The regulation aims to establish a high-quality ranking system in which incompetent officials will be demoted even though they do not violate CPC rules or the law. Comments:

The newly released regulation on the management of government workers is a wake-up call to the whole of officialdom, as those found to be incompetent or lacking the ability to fulfill their duties will be relieved from their current posts. Governments and Party committees at all levels should improve their management and supervision to fully implement the regulation.

The mechanism of promotion and demotion should be established on the basis of democratic and transparent public participation. Only by gauging a wide range of public opinions can those promoted officials meet the requirements of the vast majority, and the mediocre and incapable be sacked.

Carrying out the regulation as desired requires public understanding and support, because all employees are equal despite their different occupations. In reality, like the non-governmental workers who have to change their positions or professions if they prove incompetent, civil servants should have to do the same. Incapable officials could start from a less senior post or even change to another profession.
