Should Hong Kong limit mainland visitors?

About 2.5 million Shenzhen-based mainlanders are eligible for multiple-entry permits. Some 1.2 million have obtained them of which 30,000 to 50,000 are working as couriers. Rampant courier activities affect the daily lives of Hong Kong residents in the North District. The mainland and Hong Kong authorities should target those issued with multiple-entry permits to enter Hong Kong instead of simply pushing away mainland visitors from other cities. If their visits are restricted to one visit per day the problem will improve significantly.
