Binhai New Area adopts development plan for children

Tianjin's Binhai New Area has adopted a development plan for children for the 2011-2020 period, the Bohai Morning Post reported on Tuesday.

The plan aims to guarantee the healthy development of children in five areas: health, education, welfare, social environment and legal protection.

Under the plan, health checkups before and during pregnancy should cover up to 90 percent of the population in fertile age to guarantee the health of newborns.

The plan also states that infant mortality and early-childhood mortality should be kept under 0.6 percent and 0.7 percent, respectively.

Regarding the nine-year compulsory education period, the net enrollment rate of preschool children should reach 100 percent, while the gross enrollment rate of disabled children should be 99 percent.

In terms of social welfare, public medical insurance should cover all the children. Also, a subsistence allowance mechanism for children under 5 in needy families and for disabled children will be set up.
