Can doctors' illegible handwriting be justified?

Editor's Note: A hospital in Ningbo, Zhejiang province, recently issued a new rule that fines its doctors for illegible handwriting on patients' medical records. Is the rule necessary? Can doctors' illegible handwriting be justified?

With patients transferring between institutions or being referred by other specialists, I believe perfectly legible handwriting is crucial for patients' safety. If nurses can't read illegible handwriting they possibly dispense wrong medicines or perform incorrect diagnostic procedures.
