The words 'I love you' can be used in so many different contexts.

A sporting occasion when a player scores.

To a friend who has performed a specific favor or task.

To a loved one.

and in so many more contexts.

It depends on how often it is used between people as to the value of its meaning. These words combined with gestures can express the depth of feeling between people and certainly in close relationships, makes them closer.

I find it laughable that Chinese people think that laowai cannot show their feelings through actions, but I would sooner have my husband tell me he loves me than give me a bunch of flowers or a gift. The words are warmer and more valuable. Such words are the currency of the heart.
