Is public breastfeeding appropriate?

In Brazil, it's very common for women to breastfeed their children in public places. But they are pretty discreet about it. They don't just flop it out and shove it in the child's mouth, they discreetly cover themselves and don't make a big show of it. In malls, they provide excellent services for women with babies. Special rooms called fraldarios are provided with everything from clean, well maintained changing tables (generally several) clean food prep areas and nursing rooms for breastfeeding mothers.
