Indonesian police propose ideas to combat corruption

JAKARTA - The Indonesian police proposed some ideas to combat corruption, citing single identity card and national consensus as the main tools, an officer said here on Friday.

Ins. Gen. Sutarman, head of Police Detective at the National Police Headquarters, told audience of a legal discussion that the right system will prevent loopholes for corruption.

"It could be started by a clear population data collection just like single identity card. The card does not only contain identity of the owners but also their belongings, cars, wealth as well as number of ID card and passport," he said.

Sutarman said that the goal of the system is to detect any increasing wealth so that the country has an authority to automatically take some of the wealth for tax.

"With the system, there would be no contact between tax payers with tax officials. Such contact opens chance for collusion and then corruption," said Sutarman.

He added that if the system runs well, all stakeholders should make a national consensus.

"The consensus, for example, consists of an agreement that any person having money abroad should save in domestic banks so that tax authority could detect the money," said Sutarman, adding that with a successful implementation, the country will not have any foreign debt.

He said that such system would also be useful to prevent misconduct in general elections as there would be no identification duplication.
