China Daily | Updated: 2016-12-02 08:21

The General Office of the State Council issued a document on further expanding consumption in the so-called happiness industries-tourism, culture, sport and health- that are related to people's quality of life and sense of well-being.

The document calls for the elimination of all kinds of obstacles so as to promote the development of the happiness industries, in particular the need to relax control over market access, encourage fair competition and inspire mass innovation and entrepreneurship.

Officials of the National Development and Reform Commission said that nowadays consumption plays an ever-increasing important role in driving economic growth, and China has stepped into a critical period when it must upgrade its consumption. The aim is to increase supply and make up for the deficiencies, in order to further expand domestic consumption.

The document advances 35 policies in 10 major fields to improve the quality and scale of consumption in these industries.

For instance, as China's society is aging, the document encourages even lower threshold for entering the care for the elderly industry and expanding the consumption of senior citizens.

The National Development and Reform Commission and related departments have chosen a batch of sports programs with great potential and launched a series of special regulations and policies for the sports industry, in order to promote the development of mass sport industry.

And according to the Ministry of Culture, the digital creative industry will be one of the significant pillars of China's emerging industries during the 13th Five-Year Plan (2016-20) period.
