I live in Los Angeles, where both texting and using a phone without a hands-free device are illegal. I see people talking on their phones in the car every single time I drive anywhere. It's insane. I question whether the law is being enforced at all here? If it is, clearly the penalties are not severe enough because it hardly seems to be deterring anyone.
