Should guide dogs be allowed on the subway?

I live in Paris. 'Seeing eye' dogs are allowed on the metro – and anyone accompanying visually impaired travelers can ride for free. Guide dogs maybe are a new concept in China and with time and education I believe more public places will be accessible to guide dogs to improve the lives of the disabled.
