No place for cattle

A man in his 80s has been feeding his cattle on the parkways in the downtown area of Xi'an, Shaanxi province. Regretfully the local authorities and nearby residents have turned a blind eye to the old man's misuse of public places, says an article on gmw.cn. Excerpts:

Perhaps it's an interesting scene for the residents living nearby. However, they cannot be enjoying it as the cattle are not only a safety hazard, they also obstruct traffic and damage the urban greenery and neighborhood environment.

While it's the cattle that are in the wrong place, it's their owner that's to blame. The local 80-year-old man treats the parkways as his private grassland. He has even threatened anyone who has tried to stop him feeding his cows. As this has been going on for about two years, residents living nearby should reflect on why they have not made an official complaint over such a long period.

The old man's behavior should not be tolerated any longer. The local authorities should immediately stop and punish such wrongdoing.
