Pingnan orders new ban on illegal land use

The county of Pingnan, Fujian Province, recently published its Guideline for Property Purchase and Arrangement of the Government of Pingnan, to tackle a growing problem of illegal land expropriation and purchases, which is due to take effect on Aug 1.
The ruling emphasizes that the county property purchase and arrangement center is in charge of everything related to land expropriation, including compensation for expropriation, loss of crops, grave relocations, or house removal. For any request, the center will first put forward a proposal and gather opinions from any people involved or affected, then come up with an opinion to be evaluated by the construction department and, if accepted, put into effect by the county government.
After August, any property sold to individuals by a business or institution with county government agreement, has to be reported to the center within three months. Any cost has to be reviewed by a panel of experts arranged by the center and personnel from the supervision and audit departments, before the purchase is publicly listed. The discipline and inspection committee, procuratorate, police, and department of land supervision are working hard to put a stop to illegal property transactions.
Pingnan has come up with a number of methods to guarantee that these rules are applied smoothly through supervision and encouragement. It is currently dealing with some difficulties concerning roads leading into industrial parks and the expropriation of primary school land.
