The 4th International Conference of Experts on the Return of Cultural Property, which was organized by China's State Administration of Cultural Relics, was held from Sept 9 to 11 in Dunhuang, Gansu province.
When establishing and keeping up to date, on the basis of national inventories of protected cultural property, a list of important cultural property whose export would constitute an impoverishment of the national cultural heritage, states should consider the specific characteristics of archaeological objects.
"It is the first time China is taking initiative to make an international rule on return of cultural property. The more specific topic we choose, the stronger this recommendation will be. This time, we choose clandestine excavation, which is commonly considered to be a difficult issue. It's a trial and a good start.
"This conference in Dunhuang helps to build consensus and improve understanding. China's efforts are widely appreciated. China will play a key role in the third Meeting of the States Parties of the 1970 Convention in Paris in May, 2015 to ensure stronger implementation of the convention. We should make sure we work together for international cooperation."
