Niu Qingshan is a resident of Xipodi village, Lucheng district in Changzhi. He joined the army in 1969 and returned to the village in 1973 to earn a living from farmland. In 2015 Niu was hospitalized with a serious illness and his family was driven into poverty.

With the help of local government, he now benefits from a subsistence allowance, medical allowance for critical illness and financial subsidies for poverty alleviation.
