Cao Shuanhao has been a village cadre of Shankou village, Lucheng district in Changzhi, since 1972.

Situated in the Taihang mountains, Shankou village used to suffer from insufficient farmland and public transport resources, which fueled poverty.

Cao quit his job in a rural enterprise and set out to form a local construction team to work on a number of projects, which have propelled prosperity across the local and surrounding regions. The current village Party frequently visits Cao for advice on local management.
