专职副书记(zhuānzhí fù shūjì): Full-time deputy Party secretary

According to the State-owned Assets Supervision and Administration Commission of the State Council, China's Cabinet, till now, 64 out of 85 large State-owned enterprises under the supervision of the central authorities have been equipped with a full-time special deputy Party secretary who will focus on Party construction in the enterprises.

Inspections by the central inspection groups of these State-owned enterprises revealed many violations of the Party's rules and even the law. It shows that many State-owned enterprises have been lax in their Party construction work, and have failed to strictly regulate the Party members within the enterprises.

A special deputy Party secretary is responsible for the management of enterprises' personnel and Party construction work. A regulation on the accountability system for Party construction work in State-owned enterprises will take effect soon, and part of the core content of the regulation will be clarifying the duties and responsibilities of a special deputy Party secretary.

According to a spokesperson of the assets supervision commission, the position of special deputy Party secretary in State-owned enterprises is expected to be an important channel to cultivate talent who are good at not only management and operations, but also Party construction work.

In the next stage, a special deputy Party secretary system will be launched in qualified enterprises and organizations at the grassroots level.
