Should divorce be made more difficult?

I am against no-fault-divorces because they cheapen the institution of marriage. But if there are moral grounds, such as adultery, then the courts should make it easier for either one of the parties to get a divorce, including imposing penalties on the offending partner. If the issue is personal conflicts, then I would recommend counseling instead of a quickie divorce.
