Should e-bikes be banned in China?

Let's see now. Although statistics are hard to find, it is estimated that there are around 120 to 200 million e-bikes in China, and 137 million to 240 million cars in China, yet e-bikes only account for 4.1 percent of road deaths. If you ban all e-bikes, you would reduce road deaths by just 4.1 percent. Seems to me that e-bikes are safer. Probably a lot of those deaths are associated with a collision with a car as well. China should encourage e-bikes and ban cars since cars cause 95.9 percent or more of road deaths.
