Should drivers be banned from using cell phones?

Editor's note: Shen Jinqiang, deputy director of the Standing Committee of the CPC Chongqing Municipal Committee, has proposed banning drivers from using a cell phone, following an accident that an elderly cyclist was hit and killed by a driver looking at his phone in Zhenjiang, Jiangsu province. Studies show that using a cell phone in a car is as dangerous as drunk driving, if not more so. What do you think? Should using a cell phone when driving be illegal? Using a cell phone while driving is illegal in nearly every country in Europe. Nearly all European Union member states and several non-EU countries have banned the use of handheld cell phones in a moving motor vehicle, and several prohibit the use of handheld phones while a vehicle's engine is running.

Should drivers be banned from using cell phones?

A young woman makes a phone call with her mobile phone while driving her car on the 5th of November in 1999. A fine will be imposed on phone calls at the wheel from 2000 on.
