Elsie Leung Oi-sie, Hong Kong's former secretary for justice, said the adviser on the national security commission — which will be established by the HKSAR government — will not have executive power. This means the commission can reject the adviser's advice if it is considered to be inapplicable. She made the remarks on a radio program on Sunday.
