Over 14 years, Hongdandan not only showed over 800 movies in such a way, but also encouraged about 7,000 volunteers to narrate movies for more than 20,000 visually challenged people.
During the festival, a committee of five representatives of the visually impaired people will vote for the best narrator.
A forum will also be held to discuss movie narration for the visually challenged.
