Can homeschooling replace public schools?

The quality of education a student receives should reflect their work ethic, talent and intelligence; not their parent's wealth. I'm not trying to pretend that all students are equal; students should receive trailered education depending on how much potential they have displayed in certain subjects (divide students into high potential medium potential and low potential as early as possible). That way every student has received the same opportunity to begin with, it's realistic and it's fair. Plus it would encourage the wealthy to invest in everyone's education and not just their own children's education.
