Pingnan county, Fujian province, invited more than 60 people, including those engaged in individual businesses, representatives of enterprises and people in charge of major projects, to anonymously rate the effectiveness and service quality of 17 major departments, including the development and reform committee, economics and trade department, electricity department and 34 important leaders.

“The quality of the investment environment determines whether a place can attract foreign investment and enterprises. Inviting business people to rate government performance can raise our awareness to serve them better,” said Lin Meilan from the county’s administration of industry and commerce.

Pingnan has a relatively slow economy with weak finances and development conditions. Attracting investment has long been a headache for the mountainous county.
