Beijing is launching a system that will check the financial status of those applying for the basic living allowance to ensure that they qualify, Beijing Youth Daily reported. From Friday, those applying for the allowance will have to sign an agreement authorizing the Civil Affairs Department to carry out the checks, the report said.

Zhang was charged by the local procuratorate with the crime of endangering public safety. The compensation case will be heard soon.
