China's leading e-commerce company, Alibaba Group, has signed a framework agreement on cloud computing and big data with the government of Guizhou province.

Jack Ma, chairman of Alibaba Group which is in the pipeline for an IPO in New York, said Guizhou has a good strong industrial base, talent resources and geographical advantage for developing the big data industry, so Alibaba has chosen Guizhou to be its cloud computing and big data industry base.

The cooperation includes developing cloud computing and big data, intelligent logistics and the Yintai 020 commercial project in Guizhou.

Due to the stable geological structure as well as rich water and energy resources, key factors in building data centers, Guizhou could provide cheap and stable electric power for big data companies.

China Telecom, China Unicom and China Mobile started building cloud computing bases and big data centers in the province's Gui'an New District in October. The move has also attracted more than 100 big data enterprises such as Baidu, Jingdong, Langchao and Dawning to establish branches in the province.

Guizhou's big data application service will be formed in 2015 and a domestic first-class data resource center is due to be established in 2017, which could make the related industry worth 300 billion yuan ($48.1 billion).
