I believe the legislators discussed security issues very carefully when they drafted the anti-terrorism law, and so the security requirements for information are in line with international practice. Chinese companies will have to adhere to US and European regulations on information security when they conduct business in those places.

In principle, a draft law has to be discussed by the legislators three times before it can be reviewed and passed. The draft of the law on terrorism had its second reading in February, so it won't make it in time to be reviewed during this year's NPC meeting. It will be put forward to the standing committee for a third reading in due course.
