On Feb 26, 2004, the CPC Central Committee and the State Council issued several suggestions on the further strengthening and improving of the ideological and moral construction for teenagers.

"Suggestions" stressed that all relevant departments and social parties should undertake their respective duties and tasks, take effective measures to implement the plan, be creative and effective and earnestly strengthen and improve the work of the ideological and moral construction of teenagers.
