扶贫考核 (fúpín kăohé): Poverty alleviation assessments

The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council, China's Cabinet, have jointly issued a document about assessment measures for provincial level Party committees and local governments' poverty relief and development work recently.

According to the document, the State Council Leading Group of Poverty Alleviation and Development will conduct an annual assessment of poverty alleviation from 2016 to 2020. The move came after China announced its plan to lift 70 million people out of poverty by 2020.

The document stipulates several aspects that will be assessed to evaluate the poverty alleviation work of local Party committees and local governments. Rewards will be given to provinces that make significant achievements in annual poverty alleviation. If there are problems in local poverty alleviation work, the Leading Group will have a talk with leaders of the provincial Party committees and local governments and require them to improve their work within a certain time limit.

The assessment results of will be a crucial criteria for the comprehensive evaluation of the performance of Party and government officials. The assessments will also take into account the public's degree of satisfaction with the poverty alleviation work.
