Qin Zhihui, better known by his online name Qin Huohuo, appeared before a Beijing district people's court on Friday, where he confessed to posting more than 3,000 pieces of false information on his micro blog between 2011 and 2013, including the fake story that the Chinese government gave more than 200 million yuan ($32.19 million) in compensation to the family of a foreign passenger killed in a high-speed train collision in 2011 near the city of Wenzhou, Zhejiang province.

Decongesting cities is a major problem facing governments and analysts across the world. The problem is more for cities that are old and with urban infrastructure and planning lacking the physical space to rapidly expand and modernize. For many cities, geographical boundaries become major limitations for their expansion. Even if city development is essentially vertical with emphasis on tall constructions, the supporting infrastructure, particularly for public transport, needs space to expand.

Manila barking up the wrong tree

The Philippines recently submitted a memorandum to the Permanent Court of Arbitration laying claim to China's Meiji Reef and Huangyan Island (or Mischief Reef and Scarborough Shoal as the Philippines calls them) and several other islands that are either submerged features or "rocks" in the South China Sea as defined under Article 121 of the 1982 UN Convention on the Law of the Sea. But that does not mean the Philippines has fulfilled the requirements for initiating an arbitration, nor does it mean the arbitral tribunal has jurisdiction to hear the case.
