Poverty alleviation
China is expected to lift over 10 million people out of poverty by the end of 2019, and about 340 poor counties are expected to be removed from the poverty list. The planned relocations of poor populations from inhospitable areas were basically completed, according to the State Council Leading Group Office of Poverty Alleviation and Development.
The population of poor people registered was reduced from 1.72 million in 2018 to 430,000 by the end of this year in areas called the "three regions and three prefectures", and the poverty rate was reduced from 8.2 percent to 2 percent. (The "three regions" refers to Tibet; four prefectures of southern Xinjiang—Hotan, Aksu, Kashi and the Kirgiz Autonomous Prefecture of Kizilsu; and areas in Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations. The "three prefectures" are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu.) Prominent problems mainly solved ensured basic living needs of rural poor populations, and that these people had access to compulsory education, basic medical services and housing.
