Goals proposed in this year's Government Work Report were achieved to speed up broadband and lower internet rates. Average broadband service rates for small and medium enterprises were lowered by another 15 percent, and average rates for mobile internet services were further cut by more than 20 percent.

China launched a mobile number portability program across the country on Nov 27, allowing cellphone subscribers to switch service carriers without changing phone numbers, according to the Ministry of Industry and Information Technology.
