We'd like take this opportunity to express our gratitude to all the people of Karamay.

Karamay achieved steady economic development in 2015 despite the downward domestic economic situation and low international oil prices.

This year marked the 60th anniversary of the founding of the Karamay Oilfield and the 60th anniversary of the establishment of the Karamay autonomous region.

Working together, we have accomplished a great deal over the last year.

We have made progress in oil production. The annual crude oil production totaled 12.2 million tons; 2.8 billion cubic meters of natural gas were produced.

The Karamay Petrochemical Company alone produced 11.8 million tons of crude oil and 1.08 million tons of ethylene.

Technology services and R&D capacity have further improved. Currently, there are over 100 technology service companies and 34 scientific and research institutes that are offering oil and gas services to Kazakhstan, Mongolia and Pakistan.

The equipment manufacturing industry has also implemented a series of key manufacturing programs that are under construction.

The China Petroleum University Karamay Campus was established and became the first university in Xinjiang that is under the administration of the Ministry of Education.

Karamay promoted the industrial development of finance, information and tourism. We insisted on developing emerging industries as an important measure to promote transformation of the city. We have launched the first national oil trading center.

We have insisted on opening up and promoting international exchanges. We have successfully launched the Sino-Pakistan Economic Corridor Forum, the International Petroleum and Petrochemical Exhibition, the Silk Road International Tourism Products Exhibition, and the Silk Road International Tourism Products Expo to promote the city’s profile.

We have worked on high quality education and cooperated with quality training agencies from both home and abroad. The key educational indicators and facilities all rank among the top in the country.

We have worked on medical treatment and established a medical service reservation and telemedicine system.

We have worked on the greening and ecological improvement of the city and built one wetland (Guhai Wetland Park), four forests (Chengbei Forest, the Forest Park, Linhai Park, and Baijiantan Ecological Forest), and six ponds (Gold Dragon Lake, Red Mountain Lake, Baijiantan Ecological Reservoir, Sanping Reservoir, Baijiantan Ecological Reservoir, and Tiaojie Reservoir). Karamay’s green coverage rate is 43 percent, an average area per capita of 11.5 square meters.

We have established a social honesty and community management system in hopes of standardizing city management as a whole.

We have worked on the security and safety of the city. We have been among China's safest cities for four years in a row. We made safety management on the roads and around dangerous chemical products a priority.

We'd like to express our sincere thanks to the people of Karamay for your hard work in the past year.

In the coming year, we are determined to build a world class oil city and implement the development concept of "Innovation, coordination, greening, openness and sharing" to promote a stable and healthy development of the economy.

Let us work hard towards the goal of being a leading oil city and the first city to fully modernize in Xinjiang autonomous region in the coming year.
