The 2026 Baoshan District Urban Promotion Conference was held at the National Exhibition and Convention Center (Shanghai) alongside the ninth China International Import Expo on Saturday.
Leveraging the expo's high-level opening-up platform, Baoshan unveiled its regulatory plan for the Wusong innovation city, two over 100-billion-yuan ($15 billion) industrial clusters, and an enterprise global services hub, showcasing tangible progress under Shanghai's Northern Transformation strategy.
As the core driver of Shanghai's northern transformation, Baoshan is shifting from a century-old industrial base to a sci-tech innovation hub. The 12.6-square-kilometer Wusong innovation city gained official planning approval at the event, providing statutory support for urban renewal of the former industrial zone. The district will balance industrial heritage preservation with redevelopment to build a modern waterfront urban district.
