Senior Superintendent of the National Security Division of the Hong Kong Police Force Steve Li Kwai-wah on Wednesday gave a detailed account of how the 53 people — arrested earlier on suspicion of subversive acts — had organized or joined a so-called "primary election" in 2020 with the ultimate intent to paralyse the government by becoming the majority force in the legislature and indiscriminately vetoing government bills including the Budget.
