Should we lower the age of criminal responsibility to 12?

The current age of criminal responsibility in England and Wales is 10. Children under the age of 10 who commit criminal acts cannot be charged with committing these acts as the law sees them as incapable of committing them. Between the ages of 10-14 it has to be proven that the child knew it was a wrongful act before they can be charged.
