March 12-24, 1979: China discusses establishment of agricultural production responsibility system

On March 12-24, 1979, the National Commission on Agriculture held a forum to discuss the establishment of a sound agricultural production responsibility system. Those invited to the forum included heads for agricultural departments in seven provinces (i.e. Guangdong, Hunan, Sichuan, Jiangsu, Anhui, Hebei and Jilin) and heads for three counties (Quanjiao in Anhui, Boluo in Guangdong and Guanghan in Sichuan).
They had a heated discussion over system of responsibility for production in which payment is linked to output, especially the household production responsibilty system.
