Dec 21-25, 1954: First Plenary Session of Second CPPCC National Committee held in Beijing
Between December 21 and 25, 1954, the First Plenary Session of the Second National Committee of the Chinese People's Political Consultative Conference (CPPCC) was held in Beijing. The Constitution of the CPPCC was adopted at the meeting. According to the document, the Common Program should be replaced by the country's constitution.
At the meeting, Zhou Enlai pointed out that the CPPCC should stop acting as the legislative body of China since the National People's Congress, China's top legistlature, had convened its first session. The CPPCC is an organization of the patriotic united front of the Chinese people. It is also an important organ for the development of multi-party cooperation and political consultation under the leadership of the CPC, and an important forum for promoting socialist democracy in the Chinese political system.
