Differential voting to elect chief leading officials

On April 28, 2012, the CPC Dandong municipal committee held a special meeting to deliberate and elect three chief leading officials for the departments directly under the municipal government. Eight candidates were nominated by the standing committee of the Party committee. This was the first time the election of chief leading officials was conducted with differential voting in Dandong, Liaoning province.

To deepen the reform of the cadre personnel system, widen selection channels and increase selection credibility, the municipal Party committee decided to adopt differential voting to elect four chief leading officials for departments directly under the municipal government. The four positions are director of the Dandong Health Bureau, director of the Dandong Science and Technology Bureau, director of the Dandong Foreign affairs office and secretary of the Dandong municipal committee of the Communist Youth League of China.

The democratic nomination and differential selection were carried out at the end of March. Eight candidates were finally selected from the total 34 nominees..

Introductions to the eight candidates who ran for the positions were given at the meeting. Eight candidates made an individual speech afterwards. After two rounds of secret ballots, Wang Dalin, Luan Chunxin and Linzhuhong were elected as director of the Dandong Health Bureau, director of the Dandong Foreign affairs office and secretary of the Dandong municipal committee of the Communist Youth League respectively.

Dai Yulin, secretary of the Dandong municipal Party committee, said the city will further strengthen its efforts to reform the cadre personnel system to improve cadre quality and personnel selection credibility.

Shi Guang, mayor of Dandong, and other leaders attended the meeting and witnessed the voting process.
