ZURICH - The world soccer governing body FIFA has prepared a reform package for the special congress slated for February in a bid to restore its reputation hit by corruption scandals.

The package includes limiting the number of terms top officials can serve and replacing the 25-member executive committee with a 36-member FIFA council.

"This is a landmark occasion in the history of FIFA and it comes at a crucial time as we focus on the hard work of restoring credibility and stability," said acting FIFA President Issa Hayatou.

"I hope that all of the confederations and our member associations will fully embrace these reforms. This will demonstrate to the world that we have listened and learned from recent events and are taking the necessary steps," said Hayatou.

The special congress to be held in February in Zurich will also elect the new president of FIFA.
