In my humble opinion, China already has numerous world-class universities as attested by international universities ranking bodies. The area which it can improve on, I believe, is the method in teaching and a reform of the entire pedagogy industry.
Don't get me wrong, there is hard core of substance there. I believe the gap is perhaps in the area of delivery and modernizing teaching methods to fit in the digitized 21st century.
