New center launched in provincial capital
The China (Shenyang) Intellectual Property Protection Center was inaugurated on Oct 17, the first of its kind in Northeast China. The new establishment will offer high-quality and efficient IP services to local right owners, spur technological innovation and help to accelerate the commercialization and industrialization of research achievements, officials said. During its two-month-long trial operation, the center has accepted 71 patent filings for preliminary examination and offered registration services to nearly 200 local companies.

NIPA to blacklist patent violators
The National Intellectual Property Administration has rolled out a regulation to blacklist individuals and organizations that severely violate patent-related laws and regulations. The names of the blacklisted will be published online. They will face various punishments. The regulation, scheduled to take effect on Dec 1, comes in response to a memorandum of understanding signed by 38 government departments in November 2018.

National conference includes talks on AI
A national conference on patent industrialization operation opened on Wednesday. Experts discussed tech trends and patent operation in the sectors of future architecture and micro-nano manufacturing. Keynote speeches were also related to fostering high-value patents and research into artificial intelligence. In addition, 10 high-tech industrial projects selected from across the country were presented during the conference.

Traditional brands, craft promoted
A promotional event focusing on time-honored brands from Beijing, Tianjin and Hebei province was held in mid-October. The three-day event attracted more than 50 traditional brands from the region to showcase their signature products at a 3,000-square-meter exhibition. Business representatives and experts shared their insights into traditional brands' development and innovation during the event. In addition, masters of more than 10 intangible cultural heritage items such as dough figurines, sugar pictures and paper-cutting showcased their crafts.

Millions of students sign up for contest
An international college innovation and startup project competition concluded at Zhejiang University in Hangzhou on Oct 12 with an unmanned aerial vehicle team headed by Li Jingyang, who secured his doctorate in Tsinghua University, claiming the championship. Since this year's competition started in June, some 4.57 million students from more than 4,000 higher educational institutions in 124 countries and regions had signed up to compete.

Foreign beneficiaries educated at program
The National Intellectual Property Administration and the World Intellectual Property Organization launched a training program in Shenzhen in mid-October. More than 70 beneficiaries were from China, South Korea, India, Malaysia, Tunisia, South Africa, Nigeria and Liberia. During the weeklong event, experts from government agencies, renowned companies, higher education institutions, research centers and IP service organizations gave lectures on frontier and international issues in the IP field.
